Liverpool John Moores University can trace its history back to 1823, when the Liverpool Mechanics' and Apprentices' Library was founded.

Over the years that institution grew and gave birth to several new colleges, many of which were eventually merged in 1970 to form the Liverpool Polytechnic.  This in turn became Liverpool John Moores University in 1992,   taking its name from Sir John Moores, founder of the Littlewoods organisation.

System Description

Multitime became involved with the University, when the Library section decided to introduce a system to facilitate flexible working time amongst its 250 Staff.  During the design of the time programmes for the Library, a focal point for Multitime was to take into consideration the growing commitment which the library has to the needs of the University as a whole.

Therefore it was important that a balance could be struck between a) the employee’s need for flexibility of working time and b) the Organisations commitment to serving it’s users.  It was vital that staff would be available during opening hours. To this end a concept, which can be described as Variable Working Time, was devised.

This is where a Variable Day was agreed as follows :-

a) Bandwidth when staff can arrive/depart is 08.30 to 18.00
b) Core Time when staff must be present 09.30 to 16.30 with
c) an agreed lunchtime

The employee can “flex” or clock in and out between these times, but can only ever build up a maximum of the standard daily hours plus 30 minutes.

Any time over this tolerance is automatically taken from the employee’s normal working time balance.  An innovative aspect to the arrangement is that the excess time is automatically siphoned off into to a special record – where on discussion with his/her supervisor - it can then be transferred back to the employee’s normal time record.

Thus excess time of 30 mins can only be used to have flexible times of arrival/departure and not for building up a flexiday

(as would be the case in a more usual Flexitime programme).

Innovation is not new to this establishment, as it was in the Arts College of the University that John Lennon once gained inspiration as a young student.
